Please don't think that upgrading the motherboard will provide a big benefit. Do some Googling and it will explain it a lot better. It depends on how Windows was installed originally on your PC.

You can also tie your current version of Windows to your Microsoft account so that if you do install it again, it can be re-activated via your account. You can actually run Windows unactivated though. Without a product key, you may not be able to activate Windows once you've done the install. You can clone from the HDD but it can get messy. The one issue I can see you may have is that you would have to install Windows on to the SSD.

like I said in my previous post, an SSD is one of the easiest upgrades to make in terms of improving boot time and using the PC on a daily basis. You could always do another post, listing your cpu and motherboard and the games you like and I'm sure people will help you decide.
I don't game so gpu's aren't really my thing. They come as two sets of 8Gb so they can work in dual channel. The more modern games run better on 16Gb of RAM. It all depends on what games you are playing. Check out the AMD Ryzen cpu's and boards that are in your budget. If the cpu is faulty, you should probably go for a modern motherboard and cpu. It all depends on how much you want to spend but it's a great way of getting to know your way around the guts of a PC before you spend lot of money when you build your dream machine. Something around 550/600w will allow for future proofing. The PC in the video only had a 350w power supply which you may want to upgrade.

You could upgrade these to 2 x 8gb sticks if you plan to game a lot. The model on the video I just watched only had two RAM slots, which is not an issue for entry level PC's. If you could get the cpu working without spending any money, then you could add a graphics card, that would allow you to play some modern games and also add an SSD, which would vastly improve boot times over the HDD and generally help the PC to run quicker. I'm not sure if they did a series of different models, offering more high end products. I've just watched a Youtube video on the Asus and it's a 2015/2016 model, aimed pretty much at a basic family PC.
